Because mages dont need a skill lv they use magic which always hits if the monster is not immune to it.

well a lv 20 mage dosent have ml 30, and if they do then why would they be looking here? =/

hi, it's not that i dont believe your information, i realy do.. but i think theres more to this item and that it can tame more creatures, we need to wait alittle more to conclude it. it doesnt make sense to me that it can only tame Dragonling when you can also tame it using a Decorative Ribbon. also the item description says "It may have some charming effects when played to certain creatures" by that you can understand that some may not be affected and some may be and as you said it wasnt tested on all rare spawnd mounts (since its a pretty hard task). so we need to wait abit for it to be tested on all the mounts. :)

Sorry for a late answer i din't see this until now. By now we know it tames at least 5 monsters and right the day you posted this we figured what else it tamed and we finished the quest on fidera :p sorry for a late answer but i coulnt just NOT answer :p
