It can be obtained from the Daily Reward System. By using it on an Exercise Dummy you'll train your Magic Level at a much faster rate than by spending the mana from basic regeneration or even over-time regeneration items like Soft Boots. It has the same effect as a Training Wand and can be used by both Druids and Sorcerers.
