It can be seen in many locations such as the magic tower on Edron, in Thais Druids guild and Ab'Dendriel Paladins guild (one floor up).
Notes
Its only purpose in the game seems to be for decoration at vocational guilds. Looks the same as a Charged Ghost Charm and an Inactive Teleporter.
