For anyone attempting to farm this item, I can confirm that it does drop from the Tomb Servant: 

16:58: Loot of a tomb servant: a bone, a fist on a stick, 4 gold coins  (looted 02/11/2014).

The Tomb Servants are found exclusively in Horestis' Tomb and may take numerous days of searching to find.  Before making the trip, ask any of the the guide NPCs near the boats.  If you read the following, there will be no Tomb Servants or Sandstone Scorpions spawning.

Guide Rahlkora: Horestis's body has been desecrated. By now, his curse has ended though. His minions are recovering slowly--or the Guide verifies that Horestis is alive and slumbering, the two monsters that can drop the Fist on a Stick will be spawned. 

The drop rate is -extremely low-.  My knight hunted only Tomb Servants (and the ghoulish hyaenas that spawn near them) from level 48-54, and I just finally got my first Fist on a Stick.  I did not keep count of the monsters, and I should have, but I know it took thousands and 1 1/2 week of constant farming to acquire this drop. 

Floor -1 (the "second hunting level" listed on the Horestis Tomb article) has an abundance of Tomb Servants.  I do not advise going lower unless you are much higher level.  With 81/75 skills and fantastic gear, the Sacred Spiders below can still hit me very hard.  Take a lot of potions, and have a lot of capacity for gold.  If looting only the gold, scarab coins, and small rubies, you can make a lot of money while farming for this item.  Be prepared to face sometimes as many as 5 Tomb Servants at a time--which hit roughly like a Demon Skeleton, but move faster--and know that there are no good places to tank them where you will face less than 3 monsters. 

I hope this information helps someone, because no information on this item or mount was available to me other than the two monsters that drop it listed on the main page.

Update:  Tamed my Dromedary with the one (and only) Fist on a Stick I've looted.  It took four attempts--3 ran away, 4th one tamed.  I was lucky, but keep in mind this item can break, like any other mount item.  Good luck!
