Those gobos drop them at x-mas rais but only at that time. I think the items that are droped in special events where suposed not to be added on the item "drop by" list so people dont get confused. Like you don't see you can loot halberd form hacker the (monster).

Not looted from purchased bundles?[]
No Candy canes in opening 25 Red Christmas Bundles, 25 Blue Christmas Bundles or 25 Green Christmas Bundles.

My wife and I purchased in all 125 different coloured Christmas Packages at Darashia, Honera and did not get 1 Candy Cane.
I opened mine in my Backpack, She opened hers on the floor.
Edit My wife received 2 Packages from Santa and did get Candy Canes in them

I had 3 on Premia (in Yalahar) and one on Calmera (Port Hope) and I didn't buy them, I got them all from santa.

I can confirm that the store-bought bundles do not contain candy canes, whereas the chance is near 100% for those given from Santa. -- Sixorish 18:19, December 14, 2010 (UTC)
I've gotten them in every single bundle from Santa, none from the store, so I'm pretty much just confirming what Sixorish said.
