Is this just a page where we can add random blue items? hardly seems like a page that belongs on tibiawiki then, as far as Im concerned blue set refers to blue robe and blue legs but feel free to discuss
Mystic turban seems to really match nicely with the legs though... It's not only about the name but also about the loos and I heard people talk about blue sets ingame...
I heared people talk about them too, but they refered to the combination blue legs and blue robe then, in some cases maybe hat of the mad too but I honestly doubt they also ment frozen starlight, elven amulet, rings of the sky, and wand of vortex(!)
Well, Wand of Vortex or Hailstrom Rod seems ok, as blue set seems designed for sorcs/druids, taking into account the weight. Same reason goes to Vampire Shield
What isn't clear for me is the reason for using Hat of the Mad/Magician Hat, as the arm is too low for mage users

For me it seems to be rather pathetic to put some nearly random items into sets... Maybe i'll make purple set containing AOL and backpack from carlin, or Stonecutter set with SCA only. Or wait - <checking if those sets exist already>.
Really, who have ever thought about rating ring of the sky as a part of blue set o.0 Hey, let's make set of the sky -.-
If blue set must exist - I have never seen this expression on trade channel - then it should contain legs and robe ONLY! The sets names come from part of name of an item: Blue legs, Blue robe - ok, this is Blue set, but not everything colored blue.
The same goes for other retarded sets.
This is only my opinion, tell me if you agree, then I'll edit some.

I think the glacier set items shouldn´t be messed with the blue ones! And even the hailstorm rod (yeah it is blue) is an ICE weapon, so would fit better there...
