Tibian Bureau of Investigation

The Tibian Bureau of Investigation (TBI) is the secret police of the Thaian Kingdom. Chester Kahs is captain of the TBI. His office is on the second floor of the guard base, west of Thais' north gate. The TBI posseses information on all inhabitants of Thais.
