It is possible to proceed in this quest without going to Azzilon and speaking to Lai.
Mystery of the Valley[]
Travel to Azzilon Castle from Edron and meet with Lai. Ask her about statue and she will tell you about an ancient secret related to Merudri civilization and a mysterious valley. She tells you the valley was once forbidden to outsiders, and about a legend on a trespassing adventurer who saw a Merudri pilgrim using a statue with three dragons holding a crystal to travel back to the valley.
Head to Nibelor and use the sled (here) to access the east part of the island, Inukaya. You need to have Hams in your backpack to go to and from this area, so it is recommended to have at least two with you.
Lai tells you the second shrine is in an area with lots of green, insects buzzing, heat shimmering, bamboo trees, and grass. Head to Muggy Plains in Zao and go up the stairs here.
Lai tells you the third shrine is in a dry area with large rocks and cliffs, where a large river flows through the land and saturates the barren landscape, and with someone walking around not far from it.
Lai congratulates you for gathering all missing pieces of the statue but tells you need a few more crystal fragments from the original statue found atop a rock in Kha'zeel.
Use one of the three pieces of the statue from your backpack in the crystal fragments on the floor and the Guardian Statue (Quest) is assembled.

Lai: The best way to start looking while I conduct the channelling would be to search the cold places of this world as one of the fragments is definitely hidden in the eternal ice.

Lai: You found all three missing pieces, congratulations! To combine them, you'll need a few more crystal fragments from the original statue. Enpa Udra showed me the location where the statue once stood: atop a rock on the foot of the Kha'zeel mountains. ...
Lai: I saw cracks in the stone there, so bring a shovel or pick. If you can still find some of the fragments of the shattered crystal, you may be able to reconstruct the statue using them to mend the three pieces and the crystal.
