It was rewarded to Kyward for creating it. In total there 9 Frozen Hearts were given in game, 6 of them are on Optional PvP servers and 3 originally on PvP servers.
It shows TR on the heart when it is on the last phase of melting, TR stands for TibiaTr. When using a frozen heart, it starts to melt and looks like this for around 15 seconds:
