In the Foreigner Quarter of Yalahar live immigrants representing many different races. Orcs, elves, minotaurs, humans - all share this area, which is far from being peaceful, as you can probably imagine.
This area is safe for any character over level 20 as long as they remain on the ground level and do not stray too far from the entrance. The area becomes extremely dangerous very quickly if you leave the ground level, however stealth rings or the invisibility spell works really well here in many areas due to large numbers of Orc Berserkers and Minotaur Guards.
