This spell mainly takes the Magic Level into account while Level provides a very small factor to determine how much damage you will deal to the target. To players it does only half of the damage it would do to creatures.
For example, at Magic Level 110 the damage to a monster that is neutral to earth in average starts at 84. In total summing up to 1700 HP after 400 seconds.
