A broadcaster is a Cheat Tool used to send a message to all players online. It works by retrieving the online list from the Tibia Website, parsing that information, and then using it to send a message to everyone in this list.
After the 7.6 update and the spam control for private messages, it is no longer possible for people to broadcast, so it isn't much of a risk.
It was used mainly to hack or annoy people.
