When used inside of a protection zone, they will teleport you in front of the Ferumbras Citadel found here and the text will appear:
Magical sparks whirl around the boots and suddenly you are somewhere else.
If you do not meet the criteria to be able to teleport using these boots, the message below will appear, accompanied by two graphical effects: red sparkles overlaid with an explosion effect, both displayed ontop your character.
Some magical sparks blaze up and die out immediately. There is an energy barrier somewhere that you cannot pass yet.
These boots have a 24-hour cooldown period and lack a visible indication of their charge status. The easiest method to confirm their readiness for teleportation (when not on cooldown) is to maintain them in a 'charged' state on your action bar. Alternatively, if not pre-set on an action bar, you can ascertain their charge by placing them in your depot and checking The Market, as only boots that are charged can be sold on the market.
