The Asura Vaults (a.k.a. Mirror) is the underground area of the Asura Palace, in which the Asuri hide in their true form — True Dawnfire Asura, True Midnight Asura and True Frost Flower Asura — along with Hellspawns and Hellhounds (only players at level 250+ can enter this area). To enter the Vaults one must use the Mirror on the ground floor of the Palace, here.

To access the vault you must have completed the Asura Palace Quest and The Lost Brother Quest. Part of The Secret Library Quest takes place here.
