This NPC is an un-reachable illusion. She is actually located two levels above the ground level, and when you approach her, she disappears (similar to the mirage in the desert near Darashia). On her left side there's an axe with blood on it, and a dead human lying on the ground. There is no known history or story about this ghostly character.
